Select Committee to Assess the Present Condition of the Parliament Complex endorses ICT initiatives in Parliament |
Date : | 24-10-2008 |
The Third Interim Report of the Select Committee to Assess the Present Condition of the Parliament Complex was presented to Parliament by its chairman The Hon. Gitanjana Gunawardena today.
The report strongly suggests that Information and Communication Technology be implemented in Parliament at the earliest. It also further recommends that the Information and Communication Infrastructure Project proceeds without delay.
Presenting the report, the Hon. Gitanjana Gunawardena stated the following: “In consideration of the recommendation of the Financial Expert, Your Committee has obtained a cost benefit analysis from Parliament which will be circulated among all the Members of Parliament for their comments and on receipt of same the Committee will recommend if necessary any modifications or changes to be effected to the IT strategy of Parliament.”
In addition, the Committee recommends that a steering committee be properly constituted by Parliament with authority to carry forward the implementation of the ICT strategy in Parliament. This is also a recommendation of the Auditor General.
Having gone through all aspects of criticisms that were leveled against this project, particularly in the media, in the aftermath of the audit by the Auditor General, the Committee confirms that its thorough examination based on the Auditor General’s Report, did not reveal any evidence what so ever to suggest that there had been any financial or other irregularity on the part of any member of the Parliament staff or that of any other institution. The committee also wishes to state that the project had been carried out by Parliament with the expertise and guidance of the ICTA and UNDP adhering to a high level of transparency.
