Presentation of Bills
The Hon. Leader of the House of Parliament on behalf of the Hon. Prime Minister and Minister of Buddha Sasana and Religious Affairs moved the following Bills :-
1. Inland Revenue (Amendment)
to amend the Inland Revenue Act, No. 10 of 2006.
2. Value Added Tax (Amendment)
to amend the Value Added Tax Act, No. 14 of 2002.
3. Nation Building Tax (Amendment)
to amend the Nation Building Tax Act, No. 9 of 2009.
4. Economic Service Charge (Amendment)
to amend the Economic Service Charge Act, No. 13 of 2006.
5. Strategic Development Projects (Amendment)
to amend the Strategic Development Projects Act, No. 14 of 2008.
6. Provincial Councils (Transfer of Stamp Duty)
to make Provision for the transfer of all Stamp Duty Collected by the Government to the Provincial Councils and to provide for matters connected therewith or incidental thereto.
7. Regional Infrastructure Development Levy (Repeal)
to provide for the Repeal of the Regional Infrastructure Development Levy Act, No.51 of 2006.
8. Excise (Special Provisions) (Amendment)
to amend the Excise (Special Provisions) Act, No.13 of 1989.
9. Excise (Amendment)
to amend the Excise Ordinance (Chapter 52).
10. Recovery of Loans by Banks (Special Provisions) (Amendment)
to amend the Recovery of Loans by Banks (Special Provisions) Act, No. 4 of 1990.
11. Tax Appeals Commission
to provide for the constitution of a Tax Appeals Commission; to specify the powers of such commission and the procedure to be followed in hearing and disposing of such appeals; and to provide for matters connected therewith or incidental thereto.
12. Telecommunication Levy
to impose the telecommunication levy from persons receiving any telecommunication service commencing on January 1, 2011; to amend part II of the finance act, No. 11 of 2004; and to provide for matters connected with or incidental thereto.
13. Ports and Airports Development Levy
to make provision for the imposition and collection of a levy to be called the Ports and Airports Development Levy on every article originating from outside Sri Lanka and imported into Sri Lanka; to amend part I of the Finance Act, No. 11 of 2002; and to provide for matters connected therewith or incidental thereto.
14. Debits Tax (Repeal)
to Provide for the Repeal of the Debits Tax Act, No. 16 of 2002.
15. Finance (Amendment)
to amend the Finance Act, No.11 of 2006, the Finance Act, No.5 of 2005, the Finance Act, No. 25 of 2003 and the Finance Act, No. 16 of 1995.
The Hon. Kanaka Herath was granted leave to introduce the Bill, entitled "Moneragala District Kantha Maha Sangamaya (Incorporation)".

Resolution under the Public Security Ordinance
Resolution moved by the Hon. Prime Minister, Minister of Buddha Sasana & Religious Affairs that the Proclamation made by the President under Section 2 of the Public Security Ordinance (Chapter 40), as amended by Act, No. 8 of 1959, Law No. 6 of 1978, and Act, No. 28 of 1988, bringing into operation the provisions of Part II of the aforesaid Ordinance throughout Sri Lanka with effect from 03rd March 2011, was approved.
Accordingly, the Emergency Motion was approved by Parliament with a majority of 75 votes, extending it for another month. 90 votes were cast in favour of the motion while 15 votes were against it.
The Parliament was, thereafter adjourned at 1905 Hrs. until 1300 Hrs. on Tuesday 22nd March 2011.
