Hon. Mohan Priyadarshana De Silva, State Minister of Agriculture replied to the above Question.


Presentation of Bills

The Hon. Leader of the House of Parliament moved the following Bills entitled-

(i)    Appropriation - to provide for the service of the financial year 2023; to authorize the raising of loans in or outside Sri Lanka, for the purpose of such service; to make financial provision in respect of certain activities of the Government during that financial year; to enable the payment by way of advances out of the Consolidated Fund or any other fund or moneys, of or at the disposal of the Government, of moneys required during that financial year for expenditure on such activities; to provide for the refund of such moneys to the Consolidated Fund and to make provision for matters connected therewith or incidental thereto.

(ii)    Value Added Tax (Amendment) - to amend the Value Added Tax Act, No.14 of 2002.


House agreed to the following Motions moved by the Hon. Leader of the House of Parliament

(i) Committee on Public Accounts

That notwithstanding the provisions of Standing Order 119 of the Parliament and the resolution adopted by Parliament on 29th August 2022, the Committee on Public Accounts shall consists of twenty nine (29) Members to be nominated by the Committee of Selection to serve in the Third Session of the Ninth Parliament, as per the decision taken on 07th October 2022, by the Committee of Selection

(ii) Committee on Public Enterprises

That notwithstanding the provisions of Standing Order 120 of the Parliament and the resolution adopted by Parliament on 29th August 2022, the Committee on Public Enterprises shall consists of twenty nine (29) Members to be nominated by the Committee of Selection to serve in the Third Session of the Ninth Parliament, as per the decision taken on 07th October 2022, by the Committee of Selection

(iii) Committee on Public Finance

That notwithstanding the provisions of Standing Order 121 of the Parliament and the resolution adopted by Parliament on 29th August 2022, the Committee on Public Finance shall consists of twenty eight (28) Members to be nominated by the Committee of Selection to serve in the Third Session of the Ninth Parliament, as per the decision taken on 07th October 2022, by the Committee of Selection


Main Business of the House for Today

Petroleum Products (Special Provisions) (Amendment) Bill (appearing as Item No. 1 of today’s Order Paper)

Division was taken at the Second Reading (77 in favour; 17 against) and passed by the House with amendments.


Motion at the Adjournment Time

Motion at the Adjournment Time on “Professional trainings for Public servants leaving for foreign employment” was proposed by the Hon. U. K. Sumith Udukumbura.


The Parliament was, thereafter adjourned at 1752 Hrs. until 0930 Hrs. on Wednesday 19th October 2022.
